RINGKASAN:
When I got retired as government employee (2001), my position category was IV e, this is the highest rang in the level of National Government Employee System. Under the Indonesia Government Health Organization, I worked 27 years (1971-1998) in Irian Jaya (now Papua Province), three years (1998-2001) in North Sulawesi, then moved to Jakarta as the staff of Decentralization Unit of Health Department..
Irian Jaya is the largest and most under-developed province in Indonesia. This province has great variety of health problems and politically sensitive. Malaria, AIDS, and miscellaneous disasters are so notorious. Poor quality of human resources was and still is significant in Papua. In my last 5 year period in Papua, my title was the Director of Provincial Health Office, which was also responsible as provincial director of CHN-3 project, a soft loan project from The World Bank. By this project, I emphasized on human resource development (especially for health) during the period of 1993 - 1998. In Papua, I was also involved in developing and conducting Program Diploma 3 on Nursing as the Program Director at Cenderawasih University, Jayapura (1986-1995)
North Sulawesi is at Pacific brim with DHF and rabies are the public health major problems. My position was also the Director of Provincial Health Office (1993 - 2001). Again, I involved in academical activities, as a lecturer of Public Health Post Graduate Program on Philosophy of Science (1999 - 2001), at Sam Ratulangi University, Manado, North Sulawesi.
In Jakarta, besides of as functional staff of decentralization Unit of Health Department, I joined with Family Health International as the consultant on issue of decentralization for Aksi Stop Aids (ASA), a USAID sponsored program (2001 – 2002) organized by FHI. My consultancy service was under the RTI (Research Triangel Institute) umbrella.
Then, I was assigned as the director of Initiative Anti-Malaria Indonesia, a collaboration program between USAID and Government of Indonesia (Ministry of Health), organized by NAMRU (2002 - 2003). Since then, I moved to Yogyakarta and initiated to develop a network for advocacy on health services for the poor, in collaboration with Pelkesi, Association of Indonesian Christian Service for Health. As a freelance consultant, I have been serving Kabupaten Kutai Barat (2005 - 2010) to improve the local government performance, particularly on health and hospital management.
I have involved in the preparation of the academic staff for the Faculty of Medicine, Duta Wacana Christian University (DWCU), Yogyakarta, which be opened 2009. I have been appointed as the coordinator of the Department of Community Medicine. Recently, early October 2011, The Rector Of DWCU ask me to establish and coordinate Health Policy Study Team and expected to function soon.
